Question: As the number of cars increases, more money has to be spent on road systems. Some people think the government should pay for this. Others, however, think that the user should pay for thhe cost. Discuss both views and give your own opinion.

Answer:
In view of the trend of urbanizationworldwide, many people are concerned about the increasing cost entails in suchproceeding. While it is debatable who should shoulder the costs, I am in thebelief that it is the government that should take the responsibility.
To begin with, the basic requirement of thegovernment is to serve its people. After all, the power wielded by thegovernment originates from the citizens; the budget of the administrative branchis the taxes levied from the people. Therefore, it is undeniable that when thetraffic costs increase, the government bears the responsibility to cover thecosts.
Further, only the government can handle theproblem efficiently on a broad scale. Although individuals can also play animportant role in releasing the traffic conjunction and shoulder some of theincreasing traffic costs, only the government is able to manipulate the resourcesaround the whole nation. For instance, the government can make use of itsfiscal budget and build more freeways, improve the infrastructure, introducemore environmentally friendly vehicles. In this regard, the problems broughtabout by the traffic can be effectively resolved.
Admittedly, some people may argue thatasking all the people, including those who do not even own a car to pay for theaforementioned costs is not fair. However, the authority is supposed to devicecertain mechanism that will equitably distribute the increasing costs amongcitizens. For instance, the government can ask the owners of private cars topay more for the protection of the environment. Consequently, such measures maytreat different citizens fairly and equitably.
In sum, because of the responsibility ofthe government and its competence, the government should spare no effort in spendingmore on the road systems. Nonetheless, the fees should also be equitablydistributed among citizens. Only in this way can the road systems of a countryexperience a long-term sustainable development.
